Cleveland Municipal Airport established the first airport traffic control tower in 1930, staffed by controllers using flags and flares to direct aircraft.

The early control tower at Cleveland used visual signals because radio communication with aircraft was not yet reliable. Controllers waved colored flags to indicate landing clearance and fired flares to warn of danger. Radio-based air traffic control was introduced at Newark Airport in 1935, and the modern radar-based system evolved through the 1950s.
